Punjab Chief Minister Maryam Nawaz Sharif has started the “Apni Zameen Apna Ghar” program to help poor and homeless people in the province. Under this scheme, eligible families will get free land to build their homes. This is part of the CM’s promise to provide “Housing for All.”
The Punjab Housing & Town Planning Agency is managing the program, while the Housing, Urban Development, and Public Health Engineering Department (HUD&PHED) is overseeing it.
Key Details:
- Eligible families will receive free 3-marla residential plots.
- The program will be implemented in phases.
- Phase 1 includes 1,892 plots in 19 districts under 23 housing schemes.
- This will help homeless families own land and build a secure future.

وزیر اعلیٰ پنجاب، مریم نواز شریف نے اپنی زمین اپنا گھر پروگرام کا آغاز کیا ہے، جو ایک انقلابی منصوبہ ہے جس کا مقصد صوبے بھر میں غریب اور بے گھر افراد کو مفت زمین فراہم کرنا ہے۔ یہ اسکیم وزیر اعلیٰ کے “سب کے لیے رہائش” کے وژن سے ہم آہنگ ہے، تاکہ مستحق شہریوں کو محفوظ رہائش میسر آ سکے۔ پنجاب ہاؤسنگ اینڈ ٹاؤن پلاننگ ایجنسی اس منصوبے کی عملدرآمد ایجنسی ہے، جبکہ ہاؤسنگ، اربن ڈویلپمنٹ اور پبلک ہیلتھ انجینئرنگ ڈپارٹمنٹ (HUD&PHED) اس پروگرام کا انتظامی محکمہ ہے۔
اس منصوبے کے تحت مستحق افراد کو 3 مرلہ رہائشی پلاٹ بلا معاوضہ فراہم کیے جائیں گے
یہ پروگرام مرحلہ وار متعارف کرایا جائے گا، جس کا پہلا مرحلہ 19 اضلاع میں 23 اسکیموں کے تحت 1,892 پلاٹوں پر مشتمل ہوگا
یہ اقدام بے گھر افراد کو ریلیف فراہم کرے گا اور نادار طبقے کے لیے زمین کی ملکیت کو یقینی بنائے گا۔
Who Can Apply for the AZAG Free 3 Marla Plot Scheme?
To make sure this program helps the right people, the Punjab government has set clear rules. You must meet all of these conditions to qualify:

- ✅ Can only apply in your own district
- ❌ You, your spouse, or dependent children must NOT own any land or house in Pakistan

Application Process and Allotment Procedure
The entire application and allotment system is based on a transparent and fair process. Here’s how it works:

- Document Scrutiny: PHATA carefully verifies all submitted documents and checks eligibility criteria.
- Computerized Balloting: A fair computerized draw is conducted to select successful applicants randomly.
- Plot Allotment: Plots are allotted to chosen applicants according to district quotas and the program’s Terms of Reference (TORs).
- Fair and Transparent System: This entire process ensures no corruption or favoritism, maintaining complete transparency at every stage.

Terms and Conditions (TORs) for Plot Allotment
Successful applicants must follow the Terms of Reference (TORs), or their allotment may be cancelled. These include:
- Construction Timeline:
- Start house construction within 6 months of possession.
- Complete construction within 2 years as per building by-laws.
- No Transfer or Sale:
- Plot cannot be sold, transferred, or leased for 5 years.
- Violation will result in automatic cancellation.
- Cancellation Rules:
- If the applicant gives false information or fails to build within the timeline, PHATA can cancel the allotment without compensation.
- Residential Use Only:
- Plot must be used strictly for residential purposes.
- Commercial activities are strictly prohibited.
- Inspections:
- PHATA can inspect the construction at any stage.
- Violators will face legal action under relevant laws.
- Dispute Resolution:
- Any issue will be resolved by the PHATA Grievance Redressal Committee (GRC).
